The story of fortifications and the civilian population is actually a unique story about a city where it is impossible to draw a line that will completely separate civilian from military life. It was the coexistence of two elements in symbiosis. Every outing of the soldiers to the city, every arrival of their loved ones to visit had an impact on the life of the city. The household budgets of the city population depended on the income they earned either in the Arsenal or one of the military institutions, or in the bakeries that baked bread for the sailors and the crews of the forts and barracks... The city budget was dependent on the income brought by the army.
Ultimately, the army created the city with its sights, which Pula still boasts today. The army created a city - a fortress.
