Legal understandings were adopted in some cases due to the fact that there were often numerous amendments laws, material or procedural, and sometimes the norms remained unchanged, and only their understanding in the practice of the courts changed during the time of legal life and application, which then required the adoption of legal understandings, which unified the judicial practice.
