Summary
John Bennington, Mark H. Moore: Public Value. Theory and Practice
Since Mark H. Moore published his influential and seminal book Creating Public Value, public value has become a key frame of reference for public policy makers and public managers around the world. It enabled members of the academic community and practitioners to understand the complex issues faced by authorities, citizens and social communities, as well as more successful leadership and management of public and voluntary services. However, the political, economic and social environment is changing dramatically, so that today public leaders and managers are under pressure to provide more with less resources and to engage more effectively with citizens and within civil society. The text seeks to respond to the criticism of the original theses and shows how this approach can help public managers to proactively respond to the challenges of fiscal austerity, as well as to initiate improvements and innovation, in accordance with the needs of citizens and social communities.
Authors around the world evaluate the effect of public value in different countries, taking the analysis from Moore's original book beyond the framework of the USA. Public value theory has been applied to many fields – including education, health and social policy – as well as to issues such as participatory democracy and public governance.
