The book Division of the West is subtitled Spatial State and Open Society. The emergence of the spatial state is linked to the emergence of civilization. Civilization was not created by the social evolution of small, rural sedentary communities of the Younger Stone Age, but by a revolutionary leap, which introduced the division of labor and the division of people into the assembled communities and which separated the government from the community. The latter came from the invention of writing, which allowed power to become tied to property. Until the invention of writing, all property was shared. Except in rare cases, the state was considered to belong to the ruler, until Napoleon Bonaparte declared that France as a state belonged to the French people.
