If we compare the most important state constitutions with each other, and with them the opinions of the most respected philosophers and politicians, we will be surprised, perhaps not without reason, that we will find that one question has been so little treated in full and so few correct answers have been given to it, and yet it seems that it first attracts attention, namely the question: towards what purpose should the action of the entire state system be directed and what limits should it set to its effectiveness.
