At the top of the social scale of all medieval states was a layer whose basic duty was warfare and performing administrative functions. In return, he had rights and wealth, which elevated him above other categories of the population. In the Serbian medieval state, the title of manor was established for him. The central obligation of the ruler was military service. The phrase for the title of the monograph - "A good horse and weapon" originates from the 48th article of Dušan's Code. The war horse and weapons were a symbol of dignity and reputation and the military function that the warrior had. The same article of the Code states that after the death of the master, the horse and weapons belonged to the ruler, which is a sign of vassal subordination.
